The Kismaayo Crisis: Options for Compromise

The crisis in Kismaayo has the potential to undermine the Somali Federal Government. It also threatens to bring the fragile and recovering nation back to the brink of civil war. Compromise is the only way out. The legitimate aspirations of the people of Lower Jubba, Middle Jubba, and Gedo regions, and the sacrifices made by Raas Kambooni to capture Kismaayo from al-Shabaab must be recognized. The federal government should allow the group to form a local administration in Lower Jubba with the task of preparing for an inclusive and transparent selection process that paves the way for communities in Middle Jubba and Gedo regions to voluntarily join a future federal member state. Kenya must support this compromise and the international community should facilitate an intra-Somali dialogue.

Xiisadda Kismaayo waxay wiiqi kartaa Dowladda Federaalka, waxayna horseedi kartaa dagaal sokeeye. Sida kaliya ee looga bixi karo waa isku tanaasul. Yididiilada xaqa ah ee shacabka Kismaayo iyo halgankii Raas Kambooni waa in la tixgaliyo. Dowladda Federaalku waa inay u oggolaato kooxdan inay maamul ku meel gaar ah ka dhisto Jubbada Hoose, kaas oo waajibaadkiisu yihiin inuu soo qabanqaabiyo hannaan hufan oo loo dhan yahay oo ay beelaha Jubbada Dhexe iyo Gedo si iskood ah ugu soo biiraan maamul-goboleedka mustaqbalka. Kenya waa inay taageerto arrintan, beesha caalamkuna waa inay ka shaqeeysaa fududeynta wada-xaajood Soomaalida dhex mara.
